Each term below has a canonical page with its definition, the date it was first published and where the specification defines it.

• action_ref: Content commitment over a governed action's intent, recomputed at the enforcement boundary before dispatch.
• Binding vs freshness: Binding identifies the exact values a decision committed to; freshness concerns whether relevant state still holds when the approval is used.
